Enchantment
Whenever a permanent is put into a graveyard from play, its owner removes target permanent he or she controls from the game.
Change "owner" to "controller" to make things similar to the standard (that is, if the creature I Control Magic'd dies, I remove the permanent).
Otherwise, good enough.

It would be better, I agree. Horribly unbalanced, but better nonetheless.

Add something like "When Chain of Destruction leaves play, return all cards removed with it to their owners' graveyards."
