Wouldn't just shitty legends in general work? I guess the problem there is that I think EDH runs by weird enough rules that even mediocre overcosted legends are feasibly good.

Akuta isn't terrible, because you can CHOOSE to let it hit the graveyard, so its ability can still be used.
Haakon was mentioned, because you can ONLY play him from the graveyard, but the point is to be able to play him so I can build around the card.
Also, color matters. Black and blue are pretty much out, imo, as is any multicolored general. Karn would be terrible on this note, but his ability is amazing.

What about one of the samurai brothers? They're basically overcosted vanilla without the other one, and assuming I recall the rules right, you can't put the other in your deck right?

1. In a Memnarch EDH deck you can't play cards that have blue mana symbols.
2. Memnarch himself has blue mana symbols.
3. In a Memnarch deck you can't play Memnarch.
4. Memnarch deck cannot exist.

Well, the specific rule is something about its mana cost, and how only cards in your deck can be of that color, but it should look at mana symbols on the card itself.
well, mainly i think that it's dumb that they don't look at the same thing for what your legend counts as and for what cards you're allowed to play.
why not just use card color for both, though? using mana symbols at all seems weird. are there any cards that say anything about mana symbols?

Which is a silly, arbitrary rule, I think. Memnarch should be considered a blue legend since for all intents and purposes, he is a blue legend who happens to be an artifact, amirite? Look at the recent artifacts that are also a color and realize that would totally have been Memnarch had that 'mechanic' existed at the time.
This is a perfect example of arbitrary rules getting in the way of something. Memnarch is excluded because of a technicality in the way a rule is worded It could easily be rewritten to include cards such as Memnarch without changing the deck construction rules of the format.

Could do. But it'd be more elegant to add the line 'your General itself is not a part of your deck.'
